All other peoples of the world are obligated in what are known as the Laws of Noah. REMEMBER: The most paramount command among the Laws of Noah is the command against idolatry. No factors of creation (time/spatiality/change, parts, etc...) apply to the Creator. He is an Incomparable Singularity, to Whose Oneness no form or concept of division can apply.
